Exercise 1: Reviewing the Literature for a Survey 


The Problem 
Stevens Point is a small city of about 24,000 in Central Wisconsin, and home of the University of Wisconsin-Stevens Point. Like in most small cities, downtown Stevens Point has been struggling. The CenterPoint Mall has not been very successful in retaining stores, while the East side of town along US 10 has become the preferred location of economic activities. Downtown Stevens Point stands on the right bank of the Wisconsin River, which is separated from the downtown by a four-lane highway. Some members of the Downtown Business Association (DBA) feel downtown Stevens Point is struggling because it is separated from its most important asset, the river. They believe that somehow the river needs to be connected to the downtown to make the downtown more vibrant. The DBA, however, do not want to go ahead with any project unless they have established that what they believe about the Downtown has support among the residents of Stevens Point area. To this effect the association has asked you to conduct a survey and report on your findings. 


Task 
In order to do this survey, you need to become informed about the general area of downtown revitalization process, and especially as they pertain to small cities and riverfronts. This information will also help you determine what kind of questions to ask. You will therefore review the literature on the subject and submit a report on your findings.
